From the information provided in this article it appears the Obama administration would not deploy nuclear weapons to retaliate against a country that launched a horrific biological/chemical attack against the U.S; could Obama’s announcement of this new policy potentially invite a nation to attack the U.S. with biological/chemicals, as there would be no fear of a nuclear response? Should the Obama administration not be inclined to retaliate in kind with biological/chemicals, how would America—equally retaliate after a horrific biological/chemical attack?

that is great it will be like all other treatys that the Russians do not honour. Russia will increase its arsonald and the US will deplete theres. Just like the treaty on Biological weapons the Russians signed in the early 70 s and keep on developing weapons till the 1997. Wake up President Obama.
This President is total out of his mind. He again is endangering the citizens of the United States. I just hope the Military leaders and congress stops this insane I hate American President. I am one of the citizen who want evenmore modern safe, more efficient nuclear weapon systems. And yes even more of them. We need to beef up as the Irans of the world develop and accumulate WMDs. I believe that this President is ignoring the Constitution and can now be impeached for failing to protect us.
